The Earths Moon is of limits for mining, colonizing & military.

Mandatory Punishment for breaking this law is: The Provinces S-E p is shut down for 70 years.  All equipment used for this criminal activity is to be confiscated & divided equally by the honest Provinces.   People involved  committing this Crime get Judgment-Day Rehabilitation.

1st Exploration Claim (1st X-C) of a planet or moon goes to the Province that builds a permanent manned base.

1st X-C entitles to 1/7 of the planet or moon.  The 1st claimant divides the planet or moon into 7 areas, picks 1 of the areas.  The 2nd claimant picks 1 of the remaining 6 areas... the 7th claimant gets the last area.  Once picked, areas cannot be changed.

Changing Areas is breaking 1st X-C law & Mandatory Punishment is:

The Guilty Province looses the right to explore the planet or moon for 70 Years.   All equipment used for this criminal activity is to be confiscated & divided equally by the honest Provinces.  People involved  committing this Crime get Judgment-Day Rehabilitation.

Space exploration & colonization need rules (laws) a  Space-Exploration Court (S-X C).

A Space-Exploration Court (S-X C) must be set up to uphold Space exploration & colonization law.

This court has 7 Judges (1 from each Province).  Judgment  comes by secret-ballot & majority vote. Minimum majority 3/5.

If a Province breaks the Space-Exploration law it is punished.  The people involved get punished.  Equipment used in the crime is confiscated & given to the honest Provinces (equal shares).

S-X  Quarantine Law

Nothing can be brought back to Earth!  Everything brought back from Space must be quarantined on a Space-Exploration port (S-X p).

Mandatory Punishment for breaking this law is: People involved  committing this Crime get Judgment-Day Rehabilitation outside Earth.
