Laws : Basics

There is only 1 Law, 'Legislated-Law' Legislated-Law is
based on the "Law-Giver Manifest".

Laws need to ensure:
GOD given rights (Human-rights) are implemented
That families honor the 'Holy-Matrimony Contract.
A community is secure & lives in Harmony with the
Environment.

Ensure 'S-X&C' (Space-Exploration&Colonization) is
happening.

To have Justice you need Laws. Laws are made by Government.

Universe Custodian Guardians support 2 types of multi-choice elected Government:
Province (Federal-Government) makes Rules & Shire (Local-Government) makes
Regulations. Rules & Regulations are tools of Justice. The Laws a community lives by.

Laws need administering. Province uses 'Marshalls', Shire uses 'Sheriff'.

Alleged breaches of Law are investigated by, Ranger (Province) or Sentinel-clerk (Shire).
A provable breach of Law & charges are laid.

After charges are laid: The Marshall (Province) sets a date when the charges are heard at
' Court'. The Marshall then selects from the pool of Barrister, 7. 3 will act as Judges, 1 as
Prosecutor, 1 as Advocate, 1 as Researcher & 1 as Enforcer. The Sheriff (Shire) sets a date
when the charges are heard at 'Chambers'. The Sheriff then selects from the pool of
Lawyers, 5. 1 will act as Magistrate, 1 as Accuser, 1 as Guide, 1 as clerk & 1 as Procurer.
Note ! There is no Jury.

The purpose & challenge of both Court & Chamber is to find 'Truth' & establish 'Guilt' or
'Absence of Guilt'. Truth is found by collusion not by being adversarial.

If guilt is found an 'MS-R' (Mandatory Sentence-Rehabilitation) is given. Mandatory
Sentencing brings consistency of Sentencing & the appearance of equality.

Universe Custodian Guardians support 'MS-R' as punishment. Punishment is
'Rehabilitation' & possible compensation.

Judges & Magistrate are Umpires helping to find 'Truth' establish guilt or absence of
guilt & hand-out 'MS-R'. After MS-R the Umpires have discretionary power on what
form of compensation (if any) is given.
