7Provinces were 7Tribes live in Shires !
 'Shire medical & education Complex' (SmeC) are to be build next to the single retail CRBC surrounded
 by Communal-Cluster-Housing & Work-Chapels. This makes a 'Shire-Oasis'.  A Shire-Oasis is
 surrounded by Agriculture & Sanctuaries up to the next Shire-Oasis.  'Provincial Health & Emergency
 Complex' (PHEC) are placed in a Shire were needed preferable next to a Sanctuary.
 The 'Shire' guards the local Habitat. Everyone living in the 'Shire' has an obligation to look after & preserve the Habitat.  'Shire' failures: Extinction of plant & creature species, Pollution, Homelessness, Illiterateness, Starvation, Thirst, Unemployment.
 Energy wasting Shopping-centers are to be replaced by a single retail 'CROn-Retail & Bazaar Complex'
 (CRBC).  The CROn-Retail model combines all retail needs, for Communal-Cluster living, in 1 retail- 
 complex.  The Bazaar is retailing of  homemade products & pre-loved items.
 The 'Shire' provides all Aaffordable-housing.  Double-storey single-family monstrosities with vanity
 gardens are to be demolished & replaced by Communal-Cluster-Housing.  Utilities ( communication,
 building-maintenance, electricity,   garbage, sewerage, water) are 'Shire' owned & operated using D-mC
 management style.
 Domestic transport is to be reduced & replaced by mass-public-transport. E.g. Freeway-trams!
 The purpose of Shire-Planning is to utilize the land to the most benefit of the Community & Habitat.  It is
 essential that Community needs & Habitat needs Harmonize.  All fertile-land has to be utilized for
 growing food &/or ranching, ensuring some sanctuaries for native-vegetation & native-creatures are
 provided.  Non-fertile land is to be used for domestic & non-domestic building.  Note! Existing buildings
 on fertile-land are to be demolished & recycled on non-fertile-land.
 Shire is multi-lingual; were families dwell & pray; were children are raised &  play; were
 people live in harmony with the habitat; were local traditions are kept alive; were memories
 are accumulated; were the heart is. Home!

 The Province creates a 'Shire', using a
 formula consisting of population
 density & area size.  A 'Shire' may vary
 in area-size & population-density. 
 The Province offers 3 'Advisors' to the
 'Shire'.  The 'Shire' than gives the
 'Advisors' full-time employment.  The
 'Shire' council is made up of 3
 'Advisors' & 2 'Kalifs' (1 HE & 1SHE

 All affordable living quarters are
 Cluster-home Rental-accommodation.
 Cluster-rentals have 3 levels of tenants
 + 1 level glasshouse: Ground Level,
 Level 1, Level 2, Glasshouse (tenants
 can grow plants).  Cluster-rentals
 consists of Single-units (1 room),
 Couple-units (2 rooms) & Family-units
 (3 rooms...).
  'Shire' encourages the establishing of
 'Community Run & Owned not-for-  
 profit business' 'CROn'.  The 'Shire'
 encourages the conversion of private
 ownership to community ownership.
