Every Ruler gets
to talk 7 minutes to support or defeat or withdraw the resented Legislation. Rulers must vote either 'For' or 'Against' abstaining is not possible. Refusing to vote counts as 'For' vote. The Ruler-Umpire has no vote. Legislation is passed with 36 votes by secret-ballet. Note! Passed Legislation applies next-day or may be backdated. |
| Provincial Government creates a 'Shire', using a formula consisting of area-size & population density. Provincial-Government appoints 3 Advisors ('Habitat-Advisor', 'Lifestyle-Advisor' & 'Welfare-Advisor') to the 'Shire'. Note! Provincial Government audits all 'Shire' activities. Link: Shire |
| The Central-Government consists of 7 departments: 1 Chief, 5 Commander's, 1 Auditor. The Legislators elect 1 of them as 'Chief'. The Chief picks 5 Commander's (Environment, Exterior, Interior, Knowledge, Shire) & 1 Auditor from the pool of Legislators. Note! The Parliament's Ruler-Umpire is also auditing the Auditor. Central-Government is a Parliament that consists of 70 Rulers. 36 Rulers are needed to form
Government. The Government Rulers are known as Legislators & non-Government Rulers are called Checkers. The Checkers supply a Ruler-Umpire who Chairs' Parliament. Note! 'Universe Custodian Guardians' support only 1 Parliament no senate or house of revue. |
