 Where the 1st settlers language is the same as the main language.  The 2nd & 3rd most spoken language
 other than the main language go into a referendum.
 Shire-Day also celebrates the local Dialect.

 The Shire dialect is selected by using the language of the 1st settlers in the Shire The 2nd language
 (
dialect) must be different from the 1st (main) language of the Province. 
Dialect is any other language then the 7 main languages.* The Shire promotes the local dialect.

 Province
), Mandarin (Mongolia-Province), Indonesian (Oceania-Province), Hindi (Persindia-Province).
 A 'Shire' is multi-lingual & traditional.  Every 'Shire' uses 2 languages the provincial (1st) & a local (2nd)
 Dialect.
  Each 'Shire' is responsible for teaching & usage of the 2nd language. All 'Shire'
 
communications are to be multi-lingual.

 people live in harmony with the habitat

 Every Shire is a Guardian & Promoter
 of its Dialect.
