meet regularly with all the 'Advisors¹'.
Transcripts (audio-video)
are to be taken of each meeting. The public is not admitted to these meetings. Both 'Kalifs' with all the 'Advisors' hold a public meeting 1 a month. The public can question the Council members. Were possible the 'Kalifs' &/or the 'Advisors' should reply straight away. Deferred reply (s) should be answered at the next public-meeting. |

| There are 2 elected

SHE).
They are elected (Candidates are
individuals not political parties) by the 1st past the post system. Every 4 years on the 1st Day of Passover- Month, Quattro-Year. A 'Kalif' candidate can only be elected for 3 terms in the same 'Shire' either consecutive or spread over their lifetime. However they can seek election in another 'Shire'. The 3-term rule applies for each 'Shire'. A candidate can only stand for election in 1 'Shire' at a time; no candidate may be elected while being 'Kalif' of another 'Shire'. Should an elected 'Kalif' become unable to fulfill their role on the Council, the runner up in the previous 'Shire' elections will take over as 'Kalif'. A HE replaces a HE & a SHE replaces a SHE. |
| Duties:
Selects as needed up to 3 Administrators from Provincial Government
pool. A Kalif
attends, reports, chairs & votes at Shire-Council. The 'HE Kalif' looks after male interests in the 'Shire'. The 'SHE Kalif' looks after female interests in the 'Shire'. Both Kalifs must attend weekly Sentinel training. The 'Kalifs' scrutinize the 'Advisors' should they find moral or professional fault with an 'Advisor' they object to the Provincial Government. Criminal-activity by an Advisor is reported to the Marshalls for prosecution. |

| Anyone registered as living in the Shire for more than 70 days & being over age 21 has a right to vote. 'Shire' elections are not compulsory. A UCG Supporter is expected to always vote in all 'Shire' elections. A responsible resident votes. |
| A Custodian Guardian standing for election as 'Kalif' all Supporters are expected to help with the campaign & vote for this candidate. With a multitude of Custodian Guardian candidates each Supporter has to make a personal decision which 1 to support. With non Custodian Guardian Candidates each Supporter has to make a personal decision which 1 to support. |
| The Klan or Universe Custodian Guardians members cannot stand as candidate or endorse a candidate. However they may endorse shunning of a candidate (s). |
| Universe Custodian Guardians supporters should consider to nominate for election to 'Kalif'. Once elected they introduce the Law-Giver Manifest to the council & implement its Guidance. Note! Members cannot nominate for political office. |
